WORKSHOP C - Finance : The implementation of Social Impact Bonds in Brussels. An innovative financing mechanism.
Stéphane Laloux - Advisor for the CEO at Actiris
& Thomas Dermine - Consultant for the SIB projet
Imagine for example SIB’s being used in Brussels to re-engage disadvantaged young people aged 16 to 24 in education or training, to improve their employability and reduce their longer-term dependency on benefits. To prevent them from becoming NEET (not in education, employment or training). Highly trained coaches in schools could identify and support 14 to 17 year olds at risk of becoming NEET. Coaches could provide a single point of contact for the young people for tailored, personal guidance and effective connections to employment opportunities. How would such operation be put in place? The workshop gives some answers.
The first-ever SIB in Belgium are an initiative of Actiris, “DUO for a Job” and Kois Invest. SIBs work according to a “pay-for-success” mechanism. Private investors finance preventive intervention programs developed by a social service provider and the government pays back the investors only if the program succeeds.
The payments are a function of the government’s cost savings and/or extra revenues generated by the program. As a key advantage, SIBs shift risks away from the government to the private investors. A SIB can be a good platform to launch innovative social interventions.
